The Nigeria Governors' Forum HelpDesk is a technical support programme instituted to support States in improving their development performance, by providing demand-based advice and technical support in key areas of governance, through knowledge transfer, peer learning and direct technical assistance. The HelpDesk process has been modelled to be participatory, evidence-based, credible, consistent and reform-triggering.
We provide support across the following areas:
While the Helpdesk only provides direct technical assistance to States in the areas of Domestic Financing and Public Financial Management (PFM), the NGF Secretariat, together with development partners have developed knowledge resources (Tool kits) tailored to serve as guides in developing and implementing plans, processes, strategic policies and administrative reforms. These include Toolkits for Enhancing IGR; Improving PFM, Executing Corporate Planning and Improving Service Delivery.
The requesting State official is to fill the Request for Support Form(RSF) if the request for direct technical assistance/ knowledge resources is new. Tick all relevant boxes and provide adequate background information pertaining to the request. In the case where direct technical assistance is required, the requesting State official is advised to attach a covering letter signed by a high-level State official (e.g. Head of Ministry, Department or Agency) and other supporting document that might assist our technical experts in carrying out an effective preliminary review.
Because we understand some States might require further support, hence, such States are enjoined to fill the Request for Further Support Form(RFSF) and also provide specific details of request in the text boxes provided on the form. The HelpDesk support to Bauchi State IRS was invaluable and useful to the service as it helped us put in perspective areas needing reforms and innovative strategies for improving tax administration in the State

The NGF HelpDesk visit to the Plateau State IRS was timely and eye opening. A comprehensive lecture that covered our operational practices in all the tax types. The methodology and the approach is a reminder to the foundation of basic taxation which acted as an update to the passive knowledge of the participants on tax matters & issues. The training also covered modern and sensitive ways of blocking leakages and how to collect taxes from the informal sector fairly.
We have learnt a lot through the NGF HelpDesk. The review of the all SBIR websites has been very useful in making great improvements to the OGIRS website. We also look forward to putting what we have learnt from the capacity building training into practice.
